Can i get a Tourist Visa for Lebanon on arrival (Indian Citizen Living in Qatar)?

I am an Indian Citizen living in Qatar, I have a valid Residence permit of Qatar. I wanted to know if i can travel to Lebanon and get the Visa on Arrival, if not then with what documents i should approach to Lebanese Embassy for a tourist Visa. Response i appreciated. I am planning to visit for 5 days.
